A regional statistics system entering a new strategy period
COMESA required an end-term evaluation of its 2021 to 2025 Regional Strategy for the Development of Statistics and a successor strategy for 2026 to 2030. The work spans national statistics offices and regional institutions operating in different administrative, financing and data-use contexts.
The assignment is concerned with more than the production of statistics. It examines whether institutions can coordinate, finance and use quality evidence in support of regional service delivery, Agenda 2063, the Sustainable Development Goals and the Strategy for the Harmonisation of Statistics in Africa.
Evaluation, consultation and institutional diagnosis
Analytica's role combines economic and financial advice with evaluation and strategy development. The approach uses a results-based Objectives and Key Results framework, organisational-culture enquiry, institutional assessment, stakeholder consultation and analysis of financing gaps.
Engagement includes national statistics offices, ministries, development partners and private-sector representatives. This allows the successor strategy to reflect the operating conditions of the regional system while retaining shared performance and coordination objectives.
From end-term findings to a financed strategy
The expected outputs include an end-term review, the 2026 to 2030 regional strategy, a partnership-engagement approach and implementation and financing frameworks. Performance indicators cover stakeholder engagement and delivery capability as well as the wider statistical objectives.
