Bringing the utility strategy back to operating reality
Lesotho Electricity Company commissioned a review of its existing strategic plan, business model and operating framework as the basis for a turnaround strategy covering 2025/26 to 2029/30. The assignment brought service delivery, financial sustainability, regulatory compliance and institutional performance into one strategic process.
A utility turnaround has to connect long-term direction with the systems and resources that shape daily performance. The work therefore considered organisational capability and operating constraints alongside finance, customer service and the wider energy-sector setting.
Diagnosing performance before setting direction
Analytica's work included a review of the previous strategy, institutional and operational diagnostics, financial analysis, stakeholder consultation and strategy design. The assessment was structured to identify inefficiencies and test whether proposed priorities could be supported by the organisation's operating model.
The resulting turnaround direction was paired with implementation priorities rather than presented as a stand-alone corporate statement. Related financing and resource-mobilisation work examined resource gaps and potential mechanisms for supporting the strategy.
A strategy connected to delivery and financing
The assignment produced an integrated corporate turnaround strategy and a set of operational and financial priorities. Its value lies in bringing institutional accountability, resource requirements and implementation into the same frame as strategic ambition.
The public evidence supports the assignment method and outputs, but not publication of internal diagnostics or performance findings. Those boundaries are preserved while showing how Analytica combined institutional, operational and financial analysis for the client process.
